In 1970 he became the first Director of the Central Minnesota Vocational School in Litchfield. Under Keith’s leadership, seven area high schools bused students to Litchfield to learn marketable trades and crafts. In 1982 Governor Al Quie appointed Keith to the Minnesota Pollution Control Board. He went on to be reappointed by Governors Rudy Perpich (twice) and Arne Carlson. During his eighteen years of service, his board colleagues elected him to serve one term as Vice Chairman and two terms as Chairman.
